Active Shooter - In Church?

Difficult Subject - Needing Solution

There have been high-casualty active shooter incidents during the past 5 years that have reached global news reporting. This was unheard of 15 years ago. Most of these cases have occurred in locations where the shooter has been free to carry out their attack with little to no resistance. The shooter selected "soft targets" with limited security measures and/or no armed personnel to protect those being victimized. In most cases, the shooter is killed by themselves or by the police. 14 percent of the time the shooter surrenders or, in less than 1 percent of cases, the violence ends with the attacker fleeing. What does this mean - the shooter doesn't care if they live or die. They just want to kill.  

An active shooter is defined by the U.S. Department of Homeland Security as "an individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearm[s] and there is no pattern or method to their selection of victims."
